"Pollcat" , n. polluter that puts posters and signs on poles and trees before an election and doesn't remove them when the election is over.

Utility Poles

  • Using nails, staples or other metal attachments is a violation of Pennsylvania Crimes Code, Section 6905
  • Can result in a fine ranging from $50 to $300 and 90 days in jail if the fine is not paid
  • Violates utility company policy and may be removed by the utility company with cost of removal charged to the sign owner
  • Can wound lineman with nails and staples
  • Delays the restoration of power; nails and staples must be removed before linemen can climb poles
 

Trees

  • Is against the law in many municipalities
  • Can result in a fine between $50 and $300
  • Can injure or kill the tree with the nails and staples used to hang the signs
  • Increases litter and visual pollution

Roadside Right-of-Ways

  • Violates Pennsylvania Code Title 67, Section 221.10, dealing with outdoor advertising devices
  • Is against the law in many municipalities
  • Can result in a fine between $50 and $300
  • Can block driver visibility and cause accidents
  • Creates visual pollution which adds to urban blight and lowers property values

Do not nail/staple signs on utility poles, trees or along any Pennsylvania highway.

  • Remove political signs and posters when election day is over if you were a candidate
  • Call your candidate; ask him or her to remove political signs
  • Offer to help remove political signs in your community
  • Call the Litter *CLEARinghouse Hotline to report a lingering sign
  • If your community does not have a mandatory sign removal law, call the Litter *CLEARinghouse Hotline to ask for a sample ordinance
  • Take the Pledge Not to Litter
  • Use a litterbag in your car
